Application for Qualitative and Quantitative Control Waivers

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description:

The project has an approximate area of 8.5 acres and is located on Reed Bird Island between S. Hanover Street and Potee Street bridges. The existing marsh consists of approximately 4.9-acres of phragmites and 0.1-acre of mixed native/non-native vegetation marsh. The proposed marsh project at Patapsco River East Bank consists of the following work: removal of the existing 4.9-acre phragmites marsh by mechanically grading and removing 2,858-cubic-yards of material and reusing the material on-site to create high and low marsh; to construct approximately 570-linear-feet, 0.10-acres/4,471-square-feet of segmented gravel stone sill with 148-cubic-yards of gravel; enhance the graded phragmites marsh with approximately 1.21-acres/52,832-square-feet of native low marsh vegetation and approximately 3.79-acres/165,121-square-feet of native high marsh vegetation. Work will not extend channelward of the existing marsh. The proposed marsh includes various woody debris features for both stability and habitat located within the marsh and at the sill vents, unplanted sand and cobble sections to facilitate fish passage.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 8.5-acre project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 8.5 acres of this project.

The Applicant is requesting a Quantitative Control Waiver in accordance with Article 7, §23-1 of the City Code. The Applicant has demonstrated that 8.5 ac of the project has a direct, concentrated discharge of stormwater to tidal waters. The applicant will not be required to provide quantitative controls for 8.5 ac of this project.
