Offshore Wind Projects in Massachussetts Delayed Again

The signing of contracts with the winners in Massachusetts’ fourth offshore wind solicitation has been delayed yet again due to policy uncertainty.

After slipping several times, finalising the contracts is now expected by the end of the year.

Due to ongoing uncertainty caused by federal level activities, the contracting parties have not yet completed their contract negotiations and are now targeting the completion of negotiations and execution of contracts with the two counterparties on or before December 31, 2025, says a June 30 letter filed by the state’s electric distribution companies with the Massachusetts Department of Public Utilities.

The tender was coordinated with Rhode Island and Connecticut. The results were announced in September 2024, with Massachusetts selecting a 1,087-MW portion of Ocean Winds’ 1,287-MW SouthCoast Wind project, Avangrid’s 791-MW New England Wind 1 project, and up to 800 MW of the 1,200-MW Vineyard Wind 2 project. The latter project subsequently withdrew.
