Nags Head is working on the steps needed for a beach nourishment project in 2026 or 2027.
Town manager Andy Garman said at the September 3 commissioners meeting that he’s planning on putting the project out to bid at the end of this month. Permits have already been applied for and are expected to be in hand by December 1.
At the December 3 commissioners meeting, he will review the project with the board. The board, however, will be seating new members on that date, so he is not expecting decisions to be made. “There’s a lot for people to get up to speed on and so we want to be mindful of that.”
At the mid-month December meeting, Garman plans to workshop with the board and the community to talk through the costs of the project, including the town’s ability to afford the project with its current resources.
It is currently unknown what the county will contribute to the beach nourishment project as well as what current taxes would generate to pay off the project.
“Until we get bids back, we don’t know what the project’s going to cost,” Garman explained. “So we can’t really make an assessment of whether or not our current MSD and townwide taxes would be able to pay for it fully.”
He expects to have beach nourishment consultants at the mid-month December commissioners meeting to explain the nourishment funding model, and then plans to discuss tax implications.
Though the process to finance the project would not need to be completed until sometime later, the town manager plans to bring a contractor approval contract to the board in January 2026. Nourishment is set to begin in 2026 or 2027.
