Project Description: Maintenance Dredging, Twitch Cove and Big Thorofare, Somerset County, Smith Island, Maryland 21824

1. The proposed procurement is 100% Small Business (SB) set-aside, North Industry Classification System (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction) with a magnitude of construction between $1,000,000 and $5,000,000.

2. Project Description: The maintenance dredging of Twitch Cove and Big Thorofare on Smith Island must be performed using a hydraulic pipeline dredge. The proposed work consists of dredging the entire channel length of Twitch Cove and 2 sections of the Big Thorofare channel, totaling approximately 2.7 miles. The channels will be dredged to the authorized depth of 7 feet mean lower low water (MLLW), plus 1 to 2 feet of allowable over-depth (depending on the channel reach). The material will be placed at Swan Island, located in the Martin National Wildlife Refuge, to restore dune and wetland habitat. The material shall be contained with coir logs and both the dune and wetland areas will be planted. Additionally, a 100 ft long shoreline protection feature, consisting of interlocking concrete armor units, will be constructed on the northeast side of Swan Island to protect the restored dune and wetlands from wind and waves. Approximately 77,000 cubic yards of material consisting primarily of sand, silt, mud, shell and combinations thereof, are to be dredged. The maximum pumping distance is approximately 7 miles. Booster pumps may be needed to transport some of the material to farther distances. Low pressure equipment will be required to shape the material into the specified cross sections at specified elevations.

3. The solicitation will be provided in an electronic format, free of charge on or about 06 November 2015, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package.

4. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted. Bids can be submitted after the solicitation announcement by mail to:
