Parliament could be asked to give the new Somerset Rivers Authority (SRA) the power to raise income locally for its vital flood prevention work.
The idea of giving the authority the legal power to raise income from householders and landowners/occupiers, is just one of four options for how an annual £2.7 million could be found.
Others include raising a council tax across the county, and allowing the Inland Drainage Boards to extend their boundaries or increase their levies.
