Covington Councilman Rick Smith believes the poor condition of the Bogue Falaya River may have caused major flooding during last month’s storm system that dumped more than 4 feet of water in the Covington area.
“Think about this — all of the stuff that clogs up the river,” he said. “It’s got to impede the water from flowing so it’s going to overflow.”
