The Johnson County Fiscal Court and the City of Paintsville, along with The U.S. Army Corps of Engineers (USACE), held a public meeting in the Johnson Central High School gymnasium during the evening of Tuesday, March 3 concerning the upcoming Section 202 Johnson County Flood Risk Management Project.
USACE staff presented an overview of their project and recommended plan, which included several flood wall structures on the Levisa Fork (Big Sandy River) and Paint Creek to safeguard Paintsville, as well as non-structural plans to help those whose residences would be effected by headwater and backwater flooding throughout the county.
After the presentation, Johnson County Judge-Executive Mark McKenzie passed a microphone to various concerned citizens amongst the crowd to allow them the opportunity to ask general questions about the project. Once general questions were answered, attendees were given the opportunity to participate in breakout sessions at different tables on the floor to have more specific and personal questions addressed by lawyers, engineers and other USACE staff regarding how the plan would effect their properties, tax rates and more.
The Corp has asked the public and stakeholder agencies to make comments regarding the plan by March 25 to be considered before the final decision making process. The USACE announced that work on the project will ideally begin in December 2021.
