Corps of Engineers announces permanent road closure of 173rd Avenue SE for Fargo-Moorhead diversion project

Posted on April 20, 2022

The U.S. Army Corps of Engineers, St. Paul District, along with the Metro Flood Diversion Authority and Cass County, will permanently close the portion of 173rd Avenue SE between 49th Street SE and 124th Avenue South (Cass County Highway 16 South). The closure is expected to begin around April 28.

The road closure is required to complete construction of the Wild Rice River Structure and the adjacent portions of the southern embankment as part of the Fargo, North Dakota / Moorhead, Minnesota, Metropolitan Area Flood Risk Management Project, also known as the FM Area Diversion. It consists of a gated control structure on the Wild Rice River that is currently being constructed by Ames Construction, Inc., of Burnsville, Minnesota, and is located ¾ mile South of Cass County highway 16 and ¼ mile West of Interstate 29.

The Corps is working in partnership with the cities of Fargo and Moorhead and the Metro Flood Diversion Authority on the Fargo, North Dakota / Moorhead, Minnesota, Metropolitan Area Flood Risk Management Project. This project will provide flood risk management for more than 235,000 people and 70 square miles of infrastructure in the communities of Fargo, Moorhead, West Fargo, Horace and Harwood.
