Contractors are implementing the project to upgrade and renovate March 29 Park, focusing on dredging the lake bed, to be completed before the 2025 storm season. This will both promptly regulate and reduce flooding in the city center and take advantage of favorable conditions during the dry season to implement solutions to ensure environmental sanitation and limit pollution during the dredging and transportation of dry mud to the quarries.

The project to upgrade and renovate March 29 Park has a total investment of 673 billion VND, construction started in early April 2025 on a total area of nearly 19 hectares, and is expected to be completed on September 30, 2026. The highlight of the project’s architectural planning is the idea of ”Peace Ring” at the current lake, including items such as: “Peace Ring” construction block, boat docks, outdoor playground, artistic water fountain system, outdoor stage, sports field, outdoor gym, parking lot…

In particular, the measures to dredge the lake bed and solutions to ensure environmental sanitation along with the construction progress of this item proposed by the joint venture contractor have been agreed upon by the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang (the unit assigned as the investor and project operator).

The total dredging time of the 29/3 Park lake is 120 days, starting from mid-April to mid-August 2025. The lake will be divided into 4 dredging areas, including: area 1 with an area of 2.53 hectares, dredged material reserves of about 27,651m3; area 2 with an area of 2.39 hectares and reserves of 24,181m3; area 3 with an area of 3.48 hectares and reserves of 36,914m3; area 4 with an area of 1.83 hectares and reserves of 19,049m3. The units will remove the sluice gate to let water from the 29/3 Park lake flow into the underground sewer under Le Do street to lower the lake water level to 1.8m and locate the construction and dredging areas.

Next, the contractor used mesh barriers to isolate the fish from the construction area, then built a dike to prevent water, pumped out water, sprayed a deodorizing solution, dried the liquid soil (mud) on site (ensuring a viscosity lower than 0.75), built a temporary construction road, dug up the soil (dried mud) and scooped it onto a dump truck to transport the soil to the dumping location, which was a deep hole at the quarry, as directed by the City People’s Committee.

Deputy General Director of DACINCO Construction Investment Company Limited Tran Trung Tuyen (representative of the joint venture contractor) said: “We have built a dike around the dredged area in the 29/3 Park lake and then lowered the lake water level to the underground sewer under Le Do street.

After waiting for the mud to dry, we will start dredging the mud. During that process, the environmental sanitation unit will spray deodorizing solution to prevent the odor from spreading to the surrounding area. It is expected that next week, when the mud is dry, we will start scooping it onto dump trucks and transporting it to a quarry in Hoa Ninh commune.

All activities related to dredging and transporting dredged materials comply with requirements on hygiene and environmental protection. Contractors are trying to take advantage of favorable weather to complete dredging of the 29/3 Park lake before this year’s rainy and stormy season.

According to the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang, the location for receiving this dried mud includes a quarry in Hoa Ninh Commune (Hoa Vang District) with a total reserve of 94,253m3, a transportation distance of 17.9km and a quarry in Group 69, Hoa Khanh Nam Ward (Lien Chieu District) with a reserve of 15,000m3, a transportation distance of 7.7km. The expected volume of transportation in 1 day is 2,150m3, equivalent to the expected number of transportation trips in 1 day is 307 trips (both round trips) and the expected number of mobilized vehicles is about 40 vehicles.

Transport time is from 8:00 am to 11:00 am; from 2:00 pm to 4:00 pm; from 8:00 pm to 5:00 am the following day. To ensure environmental hygiene on the road transporting dry mud to the quarries, the transport vehicle must have a closed container, tarpaulin, lid or cover to avoid spilling materials from the vehicle onto the road during the transport process. The volume of dredged material to be transported must not exceed the vehicle’s allowable load.

The contractor will arrange a car wash bridge right at the project entrance to spray and clean with high pressure water hose, ensuring that the vehicle does not carry mud and soil from the project area to public roads. Transport vehicles will be arranged to operate outside of peak traffic hours and comply with urban traffic regulations. The contractor will install dash cams on transport vehicles and surveillance cameras at the quarry gate for monitoring and supervision.

After dumping the dredged material, the contractor cleaned the vehicle to avoid carrying mud and soil out of the mine… The Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang has sent a document requesting relevant departments, branches, units and localities to coordinate in inspecting and supervising the assurance of environmental sanitation, traffic safety and security and order for the transportation of dredged material during the construction of the project to Upgrade and Renovate 29/3 Park under the direction of the City People’s Committee.
