City of Norfolk Awarded Additional $25 Million for Resilient Norfolk Coastal Storm Risk Management Project

NORFOLK, Va. — The City of Norfolk has been awarded an additional $25 million grant by the Virginia Community Flood Preparedness Fund (CFPF) to advance the Office of Resilience’s Coastal Storm Risk Management (CSRM) project, Resilient Norfolk. In partnership with the U.S. Army Corps of Engineers, Resilient Norfolk is the largest pre-disaster project in the nation to reduce coastal flood risk across the City.

Much of the grant money will kickstart the project’s voluntary nonstructural program, which will provide flood mitigation measures to individual properties, such as home raising and basement fills. Other funds will continue the design and construction of Phase 1, which spans from the Campostella Bridge to Lambert’s Point.

Nearly 1,000 properties have been identified as part of the nonstructural program. Beginning in February 2026, the City will open an enrollment process for 62 residential properties identified as Tier 1 pre-eligible based on criteria developed during the 2019 feasibility study. Criteria include flood exposure, elevation data and flood history. These properties represent the highest risk within a broader pool of qualifying homes that may be eligible as the program advances.

The CFPF grant is a state program that provides competitive grants to support flood prevention and protection projects across the Commonwealth. Each round represents a separate funding cycle, with projects reviewed and awarded based on their ability to reduce flood risk and strengthen community resilience. As part of the grant requirement, the City of Norfolk will provide a one-to-one match of the award amount.
