CEPD talks next steps for beach dunes

Posted on January 21, 2026

The Captiva Erosion Prevention District’s (CEPD) commission provided direction on a proposal to complete the dune restoration following the finished beach renourishment at its recent meeting.

On Jan. 12, General Manager Brighton Heard presented staff’s proposed next steps.

The proposal outlined the following: determine the final beach access design for Andy Rosse Lane and the Alison Hagerup Beach Park; install ropes and bollards at public entrances; contract with a landscaping company to install vegetation around the public beach entrances; survey and analyze the crossovers along the entire dune system; establish the final crossover locations; supplemental vegetative plantings of the dunes; and determine signage implementation.

On the subject of ropes and bollards, Heard recommended reinstalling them from the S curve at Jensen’s to north of the Alison Hagerup park, adding that both sides of the road would be roped off.

The board directed staff to proceed with the seaward side only, not the landward one.

A motion to engage the company for $10,500 for the first two phases and to consider the next two phases once the first two are complete passed 4-1, with Commissioner Rene Miville dissenting.

On the topic of beach access design, a motion to keep the path extending west off of Andy Rosse but not include the stake-out paths to the north and south passed 4-1, with Wade casting the no vote.

Also at the meeting, Brighton gave an update on the Australian Pine Removal Program.

He reported that 60 trees were planned for removal, with work to begin that week. They received a few requests for trees near bald eagle nests, so they scheduled that work for April after the nesting season.

Brighton noted that the removals do not even use up one-quarter of the grant funds available.
