Brazil’s biggest port to receive US$230mn investment to build passenger terminal

Brazil’s busiest port, Santos in São Paulo state, will receive an investment of 1.24bn reais (US$225mn) for the construction of a passenger terminal.

The Santos + Vivo project, led by local logistics company Transbrasa, involves the installation of a private-use terminal (TUP) dedicated to maritime passenger transport.

“The modern facility will include an expanded boarding and disembarking area, upgraded security systems and suitable infrastructure to accommodate vessels of various sizes, placing the region on the route of major international cruise ships,” the ports and airports ministry said in a statement.

The project will undergo an environmental licensing process and must comply with all requirements set by regulatory agencies before construction begins. Work is expected to take up to 36 months, with the terminal set to go into operation by 2028, consolidating Santos as the country’s leading maritime gateway for passenger traffic.

H1 figures

The port of Santos, posted record container handling figures during the first half of 2025.

Volume rose 7.8% compared to the same period in 2024, reaching 2.8mn TEUs, up from 2.6mn TEUS in H1 2024, according to Santos port operator SPA.

“The result highlights the port of Santos’ ability to meet the demands of its clients. In the medium and long term, with ongoing initiatives such as the expansion of the port’s boundaries, the deepening of the navigation channel to 16 meters, and the auction of the Tecon 10 terminal, Santos will continue to be the country’s main logistics hub,” said Anderson Pomini, president of SPA.

The federal government plans to launch the 5.6bn-real leasing contract for the STS10 container terminal, also known as Tecon 10, in the second half of the year….
